Local mailing/web server set up

I need someone to set up a fully functional email/web server able to handle thousands of daily email submissions, multiple IPs and multiple domains (just like a regular dedicated hosting service, but local). I'll get the required hardware and necessary software tools (though I prefer to use open source tools) and this person should assist me during all the set up process.
Server requirements:
- Local DNS management (I already have a static IP)
- Multiple IP handling
- Linux server
- PHP, Apache, MySQL support
- Multiple domain handling
- CPanel
The person should have excellent, proven technical skills for this task, should speak english or spanish, and must be easy to work with. Please bid for full assessment, from beginning to end.
